Recycling Rainwater

It is now widely accepted that Mumbai and Maharashtra, key regions of Bharat-India, are subject to erratic weather Iincluding uncertain 'monsoon' during June-Sept. each year.  The current @MahaBJP CM @Dev_Fadnavis, has accepted this as reported in: The Economic Times, Mumbai, 20151028, p-4, wherein he states "... days of rainfall are becoming fewer with huge dry spells. Agriculture is not sustainable anymore ..." while explaining his new initiative called JalyuktShivar in 6,200 villages of #Maha.

Infact, the 120 million population of Maharashtra are also aware that water resouces via monsoon, are now unpredictable. Then "ground water charging" during monsoon is most CRITICAL.

Mumbai and Suburbs get ~2100mm rain over 450sqKm (1sqKm = 1million sq.Meters), of city land area, other than the traditional Lakes drainage zone. Almost all is run off into the sea via larger and larger StormWaterDrains, since Mumbai is mostly paved with concrete or bitumen.  The Lakes are unable to supply city with water for more than 200 days.

If 50% rain is saved by 'ground water charging' and diverting thru canals and city wide pipe grid, Mumbai would save: (0.50×2.1×450 million cubic meters = ) 470 Billion Liters (1cubic meter = 1,000 Liters). This is assured water supply for over 125 days for Mumbai (since currently Mumbai recieves 3.75 billion Liters of precious Lakes water per day), without using Lakes water supply. Navi Mumbai and Thane Dist are not included in these calculations. Bore wells will provide water year round, to those plots where ground water charging is done. Simple ActivatedCharcoalFilteration columns will give decent water for bathing and washing. The MCGM can continue to supply drinking water, but at much higher cost and in highly reduced quantity.  This alone will extend the Lakes supply of precious water by many months, totalling probably ~250 days.

Each Institution, Building, Housing Society, Entity using/owning/leasing city real estate must be given target to charge the ground in their plot or divert thru pipes to a city pipe grid, a certain target volume of water. Failure should attract punitive water wastage tax. A time line of two years be given and MCGM must aid, inspect and set up water collection pipe grid across city.

When this is done, the excess Lakes water can be diverted to the drought areas of Maha to provide for Citizens there. Similar works can be commenced in the other Nine Smart Cities of Maharashtra.

This could be the one single project of LOW COST, improving and securing the lives of 12Crore Maharashtrians. Obviously, it beats all infrastructur projects, since humans cannot survive without water. Failure of water security would lead to mass immigarion to the South and Maha would lose its prime position in my #Bharat.

Performance Card for MPs, MLAs, Corporators, Zilla Representatives, all elected for public bodies.

1.  Attendance, min. 75% rule for full year, failing which call for referendum at own cost, in own Constituency. A simple majority to retain seat, rejection means bye-election. Payment will be 25% only for the year under question with zero perks. Attendance means for over 75% of the day, all attendance as per Parliament records.

2.  Jan Sabhas in own Constituency, at least six times in a year, with MoM in public domain, each of min. 4 hour duration, with recording of citizen feedback and sharing of national-state-local information. Failure will mean withdrawal of all perks for the year and only 25% payment for the year under study.

3.  LAD funds spending to be discussed in public meeting, with recording of MoM, same as para-2 above. At least 50% spending will be with citizen approval and payments to be released only with citizen approval, with simple majority during public meeting, after presentation of independant body report.

4.  Disruption, abuse and mis-behaviour during Sabha session will mean full deduction of pay and perks for one month. Repeatative mis-behaviour will mean cut in pay and perks for a month for each incident. Suspension will mean withdrawal of pay and perks for six months for each incident.

5.  Meaningful participation (recording of remarks), a must for 25% debates and discussions. Failure will mean referendum as per para-1 above.

6.  Absention in voting or walkout for more than 50% issues, will attract withdrawal of perks and 50% cut in pay for the period on monthly basis.

7.  Failure to raise citizen issues with Party and persuing same will mean withdrawal of perks on proportionate basis. MoM will be used to determine issues raised, which must be documented with clarity by citizen. All this process to be in public domain.

8.  Must face acceptance referendums in own Constituency at own cost, after half term. A simple majority will allow Representative to continue in office, failure will mean bye-election.

9.  Must set up domain experts group of 5 members for consultation, from registered citizen bodies for development and issues in Constituency.  Only reimburesment of pocket expenses to be made out of own funds. This expert group to be reconstituted for each year with new faces.

ABOUT HAVING A STAND IN LIFE.

1.     As children,we follow our parents and also the values they hold and teach us. As adolescents, we begin to experience life,values and trends of the times in which we are living, as different from those our parents and their parents lived.
2.    As we mature we get internally educated within our core to make a conscious difference between desires we have and values of life we hold.
3.    How much mature we are, becomes evident to the extent that we go beyond our sensory desires to follow the values of life we hold.
4.    This is  because our consciousness tells us clearly that desires fulfill our passion but  values we hold give meaning to our life.The meaning of life is characterized by understanding what difference it will make to my life and to the lives of people I am related to, whether I live,I die or was not born at all.
5.    That is the real difference between academic literacy and internal literacy. It is an inner revelation when we  understand that we are internally illiterate when we do not hold any values of life,when we do not know who we are and, in essence,we do not know what we stand for in life.
6.    To have a stand in life is to define our values of life- whether we stand for liberty or coercion,for progressive life or regressive one, for being bound to inflexible belief or to sound rationale, to follow world of compulsions or ground of freedom for ourselves and others.
7.     In essence, we stand for what gives meaning and substance to our existence, not for what drives us towards meaninglessness and obselscence in life.
8.     If you don't stand for something, you will fall for anything.
9.    If you stand for something, you will have people for you and people against you. But if you stand for nothing, you will have nobody for you and nobody against you.
10.    To the parents that raised children to take stands where they must, I salute. And to those standing in the cold and putting themselves in the gap for the future of our planet, I say, you are great.

Shanti Vistaar - शांती विस्तार

There is a country called ShantiDesh which has a neighbour called Aakramistan. Their identities and ideology being vastly different, they were always in a conflict situation, for decades. Fact is that population of ShantiDesh was larger than Aakramistan and its national economy even larger. However, the former had spent vast sums in building defence, border fencing, mutual talks, training troops to keep a check on the infiltration and aggression by bad elements from Aakramistan. This money could have improved QualityOfLife for its population in basic ways. 

After much thought and calculations, with back up plans in place, a new method is tried out. Why should ShantiDesh citizens keep defending and blocking infiltration by anti-human elements from Aakramistan? Keeping population dividend in mind, why not the adventurous and depressed citizens of ShantiDesh instead, infiltrate the nation of Aakramistan? The ShantiDesh-NGOs offered funds, equipment to its such citizens to move into Aakramistan. Insurenace plans were offered to those who accepted the challenge. 

The border fencing was pulled down, the troops withdrawn to back up position, and advocacy among many millions of adventurous/depressed citizens, worked wonders at the border. Some died, there was tremendous upheavel, minor warfare, but millions made it into the unhappy land of Aakramistan. As more moved in, the basic ideology of Akramistan underwent change and the bad elements were isolated and killed or kicked out. A new chapter of society developed in Aakramistan, which abjurs ideology as prime mover and embraces humanity as main plank. The whole balance changed. 

The plan is basically to fight them, then join them and change them. Why keep withdrawing and accomodating the bad when the larger good can force a major change. How many citizens of ShantiDesh could Aakramistan people kill or push back? The basic peace loving human life can and must overpower the distructive forces, for meaningful evolution of Humankind. For those who are wondering which nation today is ShantiDesh, you will be astounded. Many may be tempted to look in SouthAsia, but the original story is of NorthAmerica, however the principle is the same here, waiting to happen again.
